Are either of you using (or forcing) SLI split-frame rendering?
If you are, use AFR/AFR2 or 4WAFR. From my testing the game does not do well (to put it midly) if your SLI mode is SFR. nHancer has a user provided profile recently that gets AA+SLI working, though some have serious performance problems if AA+SLI+Dynamic Shadows is enabled. Turning off DS, or disabling SLI fixes that particular issue for now until it's officially addressed by Bio/nVidia or both.

Nvidia has a patch they recently released specificly for this and a few other games....however that and the hardware is not the issue in this case, becouse even when you lower things like res. and/or bloom etc. you still end up with lag, especialy when hacking.
i hate to say it but i have a feeling its how some of the code is handled...i even tried some of iron spine's tweaks...doesnt make a dent.

Hmm bummer. Well I certainly understand how you may jump to such a conclusion but I wouldn't just yet. For some configurations that are extremely similar, people can have vastly different performance. The AA+SLI+Dynamic Shadows is a good example, where turning off DS and keeping AA+SLI, or leaving DS + AA but disabling SLI resolves an otherwise FPS being cut in half.
That happens on machines that are technically similar and even the same or near-same generations of video boards. So anyway I guess what I'm saying is it might not be that cut and dry. One solution for some doesn't resolve it for others, where the problems would seem related bt the fixes don't apply to all.
There are so many settings related to graphics used by the game, and so many variations in hardware, driver and os settings there's no telling which settings or combinations of settings changes might just do the trick for a particular issue. This'll be a long paste but as an example modifying some of these using the editor to a False or Decreased setting to create a base to work from with low quality, seeing if your lag goes away or is affect (assuming you can still see the screen. Some of these may dork the game and cause other graphical issues) but if doing thi affected the game in a positive way (much faster for you) then you would have a base to work from and go back turning them on / increasing until you find the setting or combination of settings that are ruining your performace. Here's a paste of some examples.
With the assumption that UseVsync and SmoothedFrameRate are already set to False, modifying these to their off or lower settings may be a feasible way to get your performance back and uncover the culprit. Changing some of these may dork / cause other issues in the game but the theory still applies you'd just have to put back the original settings for any that break the game and skip them while you hunt for other possibilities. Also note some of these are overriden by the GamerSettings file when you make changes (or initially use) with the games config tool. We already know LensFlares is tied to more than the classic sense of it and you'll lose object interaction boxes by turning that one off. Just an example of unexpected side effect while tweaking.
