I had not trouble. I used a paragon thing to say "Surprise!!!" and then it gave me the choice a moment later. I, of course, chose Samara...

I'm having trouble with this choice as well. I am past the 4th bar in Renegade and almost at the end of the game, and I still cant choose the option to resist Morinth.
This seems to be a bug as other people are experiencing it as well. Here is a thread on the Gamespot forums in which the guy is in the same boat as me (nearly full renengade level but no resist option):

Agree and disagree, she actually may not be more powerfull in game, but on storyline she is more powerfull. She gains power every melding and on longer run Ardat-Yakshi is stronger than Justicar, because she still grows in power.Taritu wrote...
You don't need to be full renegade, but you do need one bar high enough to resist her (I had the option on my paragon femshep.). OTOH, unless you're renegade (and an evil renegade) why would you choose Morinth? She's a serial killer and she's not more powerful than Samara.

I think you have to have a certain amount of renegade/paragon points to be able to recruit her, but in addition you also need to make specific choices in the mission. It's like with Tali, you have to talk to the generals, and both Reiger and Veetor on your side, otherwise she will be found guilty. Sadly I do not know what choices you have to make. I have played that mission with paragon, and renegade over 75 percent and never gotten the combination right to be able to resist her. Not that I actually want to recruit her, It just bugs me that Shep falls under her spell. Maybe the people that were able to resist her list the conversation options they chose, and the things they did to get her attention. I think that is the only way we will figure it out for sure.

last play thru, i was at about 85% renegade and some paragon, all the red dialog was what i chose and still every time i only get samara, no option.
i make it a point to play each play thru differently, that way i experience all the game has to offer.
so this glitch actually bugs me a little.

Joined the forums just to post on this very subject.
I know it has now been pointed out how the points work. But it seems more relative to people playing newgame+.
I originally played ME1 as male shep and carried my character over to 2, playing paragon and kept everyone alive and chose to keep Samara as I wanted alternatives for my second playthrough.
I've now played through ME1 and carried over a female shep to ME2 and am now playing renegade. I've done the best I can to mirror the choices from my original playthrough. But I couldn't get the choice to pick Morinth, the third conversation choice was greyed out.
I continued with the game, always gaining renegade points where I could, but it is still greyed out and I'm pretty disappointed to be honest. A whole second playthrough that feels wasted.
I'm also concerned that it means I won't be able to resolve Legion/Tali - which would be an extra kick in the nuts.
I'm lost as to why, when starting with a new character and not playing newgame+, that I simply can't make that choice. I am tempted to start over again - but as there seems to be no clear cut answer for getting Morinth with renegade options, then I may as well not bother. Shame, but I have ploughed enough hours into the game. Getting screwed over near the end sucks. Especially as I have progressed, built up my points and character in general.
I should easily be able to resist her if common sense was applied to what I have achieved in-game with my character.
Oh and this is my first post - hello
p.s the only thing I have left, other than the IFF mission is Shadow Broker - are there any renegade points available in that? Maybe it might be enough to tip the balance, provided I don't level up at all and it work against me even more. Thanks.

Well I mean there are also people who would open their doors to Geth despite their consistency for shooting first and not bothering to ask questions later.
So if someone believes its cool to have a psycho on your team that's unstable and can kill you at any given time --- by my guest! Its sort of like having Hannibal Lector as a friend...smart...intelligent...can even quote the most obscure book to you... but damn when that hunger strikes and the dinner bell has your name on it...then all the artsy s--- isn't what its cracked up to be.
