Poor PC Performance

I hope that this hasn't already been discussed. I tried searching the forums but for some reason (and I find this strange), it literally came up with 0 results for every search I tried. Seems like an error to me.
Anyways, I have been a 360 gamer for several years now and returned to the PC for this game (gameplay is far better on the PC for this type of game) so I have fallen behind on the technical requirements for gaming.
My PC has the following specs:
ATI Radeon 4350
8GB DDR2 RAM
Intel Core 2 Quad 2.66GHz
Vista 64bit
My issue is that to have a relatively decent framerate I have to run the game at medium texture detail, medium graphics detail, anti aliasing off, and frame rate buffer off. Even then the framerate will get jumpy, such as during cut scenes. Is this normal? It seems to me that the specs of the computer should be able to handle better settings. As far as I am aware my drivers are up to date.
I am only about 2 hours into the game, so I don't know if I will be getting this Ostagar glitch that many people are reporting.
Any help / thoughts would be appreciated.

NF980-G65 MSI Board with a AMD Phenom II X4 945 3.0 Ghz
4.0 GB DDR3 1066 RAM Crucual Ballistix
Nvidia Geforce GTX 285 OCX 1GB
Sound Blaster X-Fi Fatality Series Sound Card
Windows XP Professional SP3
I can run most everything on high no problems, however the loading screen still bugs even when on Low Settings so Im thinking this game has a serious memory problem.

anyway, i would suggest putting the FPS buffer on.
i have it enabled, and even though my loading screens still take a considerable long time to actually do anything, the game runs smoothly
this on a dual core AMD with a Ge-force 9500 and 2 GB's of DDR2
and I'm running high graphics btw, anti aliasing 8
so, IMO.. anyone with a half decent computer SHOULD be able to run the game.
keeping in mind that these people will have to adjust graphics and other settings accordingly.

The current official Radeon minimums don't make any logical sense, with a turtle-slow, unusable X1550 for Vista, and a blazing fast X850 for XP. I really think that some X800 or other is more appropriate for XP's minimum, such as the X800 GTO (above), and an X1650 XT for Vista. Comparing your poor POS to the X800 GTO, it trails on bandwidth with only 25% of the X800 GTO's bandwidth, it gets only 37% of the X800 GTO's Pixel Fill Rate. Only on Texture Fill Rate can it manage to keep up with a five year old X800 GTO!
You really haven't got much of anything there for games at all!

It has offered the best ratio of frames per second per dollar of any card for almost a year. It is an excellent value.

i suggest you knock everything down to the lowest graphic setting, then start bumping settings and see what ones will hold up and stop there.

It depends on who made the power supply. A good example is that Dell sets very high power supply standards, such that a PSU in a fullsize Dell tower labelled 300 watts id typically literally as good as a branded named 400 watt!
The HD 4650 and 4670 will work quite well on high quality PSUs with 300 watt total output, as long as the 12V amperage is adequate.

Alright, I have one last question and then I'll stop bothering you haha.
Which 4670 should I be getting? There are dozens of them and I can't really tell what is different about them. Here is the page from NCIX with all the 4670's they carry. This computer is running two monitors btw. I suppose that I could also just go into the nearby NCIX store and ask.

Will this be sufficient? (I also bought a 450W power supply). I forgot to mention it is on a 22" 1080p display.
