It's not sent. Ever. Before or after LotSB. If he died in game before LotSB, it's not like it appears in her private email as part of his passing. It makes me wonder when she is supposed to read it.
But I also have this sneaking suspicion that this wasn't taken into account when it was introduced via LotSB. And is LotSB canon now even though it's optional content?

LOTSB will be assumed to have been played if you don't bother playing it.
