As for the evil or innocence of various victims, it's all subjective. To the child whose father was killed, they see only a caring and good person taken from them. To a politician, the methods used may be harsh but the goals may be admirable. To the batarians who killed his wife, we get a description of who they are from a man who has every reason to hate them. And again, at what point to you draw the line between who has done bad from being good?
Those batarians that he killed were slavers. I don't think he lied about that. He killed Nassana – she was evil. And he killed some »really bad people« (that's what Bailey says) on the Citadel. We don't know about anybody else. And he saved those salarian workers in Dantius tower. I see him as doing just his job. Of course it wouldn’t be normal in our world. But in Mass Effect where slavers, mercenaries, terrorists are everywhere and are involved in politics and businesses, it is a different matter.
He is an assassin that will execute his targets, but will stop and help an old lady across the street. Like Kasumi says: “an assassin with a hearth of gold”.
