It's because all Geth are programmed to dance in the most extreme cases of emergancy. It really helps when you run out of money and the only way to get off world is to busk.

I"ve literally stood in front of him for 15 minutes, barely blinking, and he never danced for me.

It'll only happen once per visit to his area [you have to enter the elevator, go elsewhere, then come back again] and also seems to happen only if you don't talk to him right away. If you've had convos with him, you'll have to go in the elevator and come back. At least that's what I've noticed. Anytime I just go there and wait, he'll dance xD

Most of your squadmates have idle stances. Thane has this sexy sort of Bruce Lee martial arts pose, Samara runs her hand over her.. tentacle hair? Legion does the robot. Not for sure on the other squadmates, haven't tried'em all out.
