I also don't know why i've had zero problems downloading games that i've bought BUT with .exe files, it's not the same story... For Heroes of Newerth installer and all the DLC from DA2 and ME2 i've got lots of issues... IDK why.. xD

The fastest I can get things to download here is 40KBps, and that is with a Download Accelerator, which Bogsnot1 mentioned can corrupt files. Normal download speed is 24KBps. Normal downloader says I still need 12 hours to finish the Kasumi download

Mate, I'm Aussie as well. Melbournian to be exact.
Last year, when I tried to download the DLCs I purchased, it worked and installed fine. Now, since my computer got BSOD, I'm forced to redownload all of the DLCs and reinstall them. My net is Optus wireless and runs at around 320kbps.
I'm fairly sure that it is the Bioware servers that are the cause of the problem, not the net connection.

Anyways, I'm in Canada and I'm getting this issue for the Zaeed, Kasumi, and Shadow Broker DLC packs. I was also getting it for the alt-appearance 2 back but after a few tries it worked. Is there possibly some place the downloads have been mirrored?

2. Until they do so, laptop PCs are not supported for official assistance, and I'm not that interested in filling in the gaps myself.

The problems with wireless internet are inherant in the actual technology, and it has nothing to do with the downlad service provided by Bioware, EA, or anyone else for that matter. As I previously mentioned, google the term "packet loss on wireless internet" to find out how bad that technology is. Just because its popular, that doesnt make it good to use.
While you are on google, look up "arsenic complexion wafers". They were popular too, and they were not good to use in any sense of the word.
If you intend to not learn anything about the technology you rely on, and insist on not only remaining ignorant of the technology, but attacking the people trying to help out with problems, then you are doomed to have nothing but problems, and be frustrated when noone is able to help.
Given that these are user to user based support forums, feel fre to sod off and deal with EA support, as they provide the official tech support for ME2. I'm not paid to put up with the rantings of an ignorant child.
