Do the bonuses unlocked by achievements only affect a "New Game +" or do they affect a brand new game as well?  I saw that getting the achievement for reaching level 60 granted an experience bonus, but seeing as how the level cap is 60 I don't see what good this is unless these bonuses affect a brand new game as well.  Does anyone know for sure?

It works from the time you get it on, even with new games. Many actually require a new character to function, such as the bonus talent. It can only be chosen at character creation.

Exactly, so going forwards you can equip soldiers with barrier if you have unlocked the achievement!

But you can take advantage of them on your + play through.

All of the Mastery/Specialist/Expert achievements obviously unlock that talent as a bonus talent, except the Pistol Expert achievement, which grants a 25% duration bonus to the Marksman skill.

Each of the Ally achievements grants you bonuses, usually reduced recharge time on certain skills.

Geth Hunter - 10% bonus shields

Dog of War - 10% bonus health

Tactician - 10% bonus shields

Power Gamer - 10% bonus XP

Extreme Power Gamer - 5% bonus XP

Completionist - 10% bonus XP

Long Service Medal - 5% bonus weapon damage

Rich - Allows you to buy Spectre weapons from certain merchants.

Note that all of these bonuses affect only Shepard, not your squadmates.
