I have been, seemingly, EVERYWHERE related to the Brecilian Forest and have not found the cabal of maleficarum.

Help is appreciated.

Bump.

Inside the Lower Ruins there will be a room with the broken altar, near to this is an object you can interact with (in front of a statue holding a shield, hold down TAB and it will be shown).

A dialog will open up with some options, to progress choose "Touch the gem". Say whatever you like I went with the following:

"I am sorry; I did not mean to frighten you."
"is there anything I can do for you."
"How would I give you the release you seek."

Here is where you can learn the Arcane Warrior specialization, afterwards doing the following completed the quest:

Approach the stone altar with the gem.
Place the artifact on the stone altar.


This SHOULD be the way to complete this quest, I could simply be misreading my journal, but I am almost certain this quest was completed following the above actions.

They're in the Eastern map, where the two ogres and first group of Revenants was.



...uh, this means you're going to have to beat the ogres and come back to the map after leaving it, I'm fairly certain.

I recall it being on the same path as the hermit (just opposite ends of that loop path). Northern path.
