Hi...I've had Mass Effect since 2008, and just recently DL'ed the BDtS DLC from XBL. When I go into the "Extras" menu and select "Downloadable Content", the BDtS pack pops up. Unfortunately, the only two options I'm given at the bottom of the screen are "A" for "View Credits" and "B" for Exit" or something like that. There is no option to start the DLC or use it in any way. Am I missing something here? I feel like I'm missing something obvious, but I've DL'ed and erased the DLC and DL'ed it again. Same result.
Any help is greatly appreciated!

The BDtS DLC is triggered in-game. You start playing, I think you need to travel a bit, then you get a message telling you where to go.
I think you can play the DLC from any previous save game. A new game is a bit harder, as you have to complete Eden Prime and probably a bit more before you could go.

Head to the Asgard system, in the Exodus Cluster. You'll find it all ingame there.

When I downloaded pennicle station DLC, I lost the abillity to play Bring Down the Sky DLC. What should I do, besides going to EB Games/ Game Stop in Edmonton to get the Special Edtion of Mass Effect?

It also has to be done before Ilos (hope that's not too much of a spoiler for anyone).

Do you have the original ME, or the Platinum Hits? (And what's a Special Edition? Never heard of it.
)If you have the original disc, I'd delete/redownload both DLCs and try again, though you shouldn't have had any issues, most people didn't.
If you have the Platinum Edition, and installed your BDtS from the bonus disc, then there was a title update for that disc to make the two play nice together. Delete both DLCs, put in the bonus disc, get the title update, then reinstall both DLCs, BDtS from the disc, and PS from the Marketplace or account history.
