The artbook is the same as the one that came with the Collector's Edition game.  Most people don't realize it, so if you already have the collector's edition, you won't get anything extra with this one.

That hat however is looking good...

Don't have the collectors edition. I decided to put off ME2 because I thought ME1 was kinda mediocre. Got the regular edition.

How can you tell how many are left?

Just put one in your cart, and then increase the quantity to an insane amount like 1000. You don't HAVE to spend $24,000 on 1000 hats if you don't want, but it will tell you how many are left if there aren't enough to fill your order.
