He says specifically in ME1 that his legs never calcified properly, even when he was born and that he can manage with crutches but a fall (or dancing) would be disastrous for him. I think the arm part might be the writers fixing a hole in the story, but thats only speculation not proof.

Friendship -> relationship is always good. And even better because it all happens on a ship, the love boat that is the Normandy.
It appears that Joker's Vrolik's syndrome affects his lower body more than his upper body due to his comments (particularly in ME1.)
