Sorry if this has already been mentioned (60 pages is a lot to read), but what if there were certain requirements to meet Joker's included? Maybe a person would have to import a character (romantically involved or not) from ME1 and/or 2 to get the option in ME3? In ME2 you can tell Joker how talking with Kaidan/Ashley went on Horizon, and if you say something along the lines of, 'it's over,' that could open up a romance option in ME3. It would make sense storywise too--he's pretty much married to the Normandy from the start, I don't think he'd suddenly go flirt with a Commander Shepard after defeating Sovereign, seeing the previous Shepard die, be resurrected, then die again during a suicide run.
Would be a sweet reward for some veteran fans--harder work, one or both games would need to be played again, but fans likely wouldn't mind. It also increases playability, maybe entices people who like ME3 to buy ME1 or ME2 to see the development.
If Bioware can make DLC that includes entire new characters and worlds, and there will be as many variables as Bioware promises, then they can program ME3 to bear the romance consequences of the previous two games.

I think, and I'm not 100% about this, that in order to romance Garrus, that you had to have him in your squad in the first game, since it is possible to never even recruit him. You still apparently get the "we, ah, held a tie breaker in her quarters.." line, but no "let's blow off steam together" option. Again, I'm not 100% about that.
So that could perfectly work.

I played ME3 twice with newly started Sheps, no imports and got to romance Garrus. So the "recruitment in ME1" wasn't necessary for the romance.
How to start the romance with Joker? Well, they could at least start to talk and flirt more. Maybe the way the romance in ME1 started with Kaidan, talking about Signals and stuff.

You can romance any of the characters in ME 2 wether you where with them or not. They will always have default decisions for you in the New games, so wether you start a game in ME 3 without ever playing ME 2 or ME 1 bioware will have default decisions for you. This way you can still enjoy the game.Batteries wrote...

If you start a ME2 with no import, does it act like he was on your squad in the first game, or do you just get the "Garrus Vakarian in the flesh!" line from him?
Granted, the idea could still work either way.

and if Joker is a romance.... how would it play out? After 2 games.... it'd be awfully hard to build up on it...

Hi Joker thread!
Just wanted to confirm the Garrus speculation up there... I have an import from a game wherein I never recruited him, and you cannot trigger the romance. I think having a Joker romance in three could be fascinating, but it makes me curious as to how they'd trigger it, since you'll have known the guy for three games worth by that point. What would've changed in three to cause the relationship to change?

I don't think a Joker romance would be difficult, nor do I think the man's a virgin, so I'm sure it's not the complicated having sex, just have to exercise some caution. However, the Shepard who would be interested is a bit paranoid, and not that good at caution. Always been better at breaking than building things kinda personality. Plus, embarrassed to ask about how he has sex. Thus, she's worried about breaking him.
And yes, I don't need an animated sex scene. But some romantic dialogue and a kiss? Super-sweet. (Seth Green is actually remarkably good at 'aww' inspiring romance, too, so I just want to see more of that, as he doesn't do it it often, generally opting for lunatic comedy instead.)
