New? Miranda- amazing skillset. Unlike some people, I also really liked her personality and story. Even a possible LI. Also, happens to be easy on the eyes for a bunch of pixels or whatever.
Overall- Garrus. No competition. Garrus.is.awesome.

I liked all the characters but I found Miranda to be the most useful squadmate that I had in the party. Characterwise, Mordin and Joker were my favorites. XD

I thought Jack, Thane and Samara were pretty interesting.
Jacob was bland, as a lot of people say, but he reminds me so much of people I actually knew in the military that I can't help but give him third place.
Really, all the new characters were cool, if you put enough time to get to know them. I really liked the dynamic between Tali and Legion (take Tali with you during Legion's loyalty. Also, take Legion to the citadel and talk to the customs agent.)
Only one I didn't really care for was Zaeed, but thats mainly because he wasn't fully integrated (you can't actually talk to him.)

The Winner: Mordin!
Next tier: Miranda, Grunt, Legion, Jack were all great.
Then: Jacob, Garrus, and Tali were pretty cool. Tali much improved since ME1.
Last: Thane and Samara had some interesting stories but aside from that were a bit dull and way too earnest.
Half-baked: Zaeed. Seemed like he coulda been cool though.

For "new" characters I have to go with Mordin, every comment he made cracked me up, he was the only character that didn't annoy me when there were no new dialog options. (I'm sure I'm not the only one that saw Kang the Mad everytime he spoke)

Samara. I wanted my male Shep to romance her, but since he couldn't I just drag her around with me everywhere I go.

Jack, She went from psycho to a mistreated human who only wanted to be loved. God that sounded mushy, but it’s true.

Mordin / Miranda / Samara = Best (not counting those encountered in ME1)

Mordin, because he is well done and has a lot of dialogue, some funny, some with depth, some with interesting moral questions. He and Grunt also have the best comments during combat.

Thane is my favourite, he had a lot of surprising backstory.
As for surprises; I really thought Miranda would be one of the stereotypical ones, but she turned out to be very interesting.
I never really liked Garrus in ME1, but in ME2 he's also great! The writers have really put a lot of energy in making all characters in the MEuniverse more realistic.

Mordin because of his ethical and emotional conflict from his work on the Genophage he in my opinion was the most developed Character in the game and had the best Loyalty mission.
Samara hands down the best looking character in the game but also very interesting back history... how she view having to kill her own daughter. She had a very honor bond view on live...it was surprising how proud of Morinth she was and how she looked at her very with out an shred of hatred.
Thane is and just pure Badass, warrior Monk of the crew, him and Samara on the same time made for the very peacefull ass whoopins for some mercenaries. Plus his views on life and death very interesting dialogue there.
Miranda, Ice Queen but under all the confidence really had no self esteem or self worth... that was interesting play on character.

Miranda began as an annoyance and ended as a favorite. However I still like Mordin the best, the most unique and interesting of the new characters. I fell out of my chair when he sang.

Never really cared for Miranda, at first..but she's grown on me, the more I play the game.
Loved Mordin.
Intrigued and very pleased with Legion.
Heck, I liked them all, but I'll have to chime in with saying that I enjoyed the returning Garrus and Tali the most. I ended up using them as squad mates most of the time, for role-playing value. As much as Shepard trusts the new members of the team..the old ones are just solid.

Liked them all, to be honest. Very varied cast.
In particular though, Mordin and his ethical dilemma stood out as interesting and made him seem more of a 'fully realized' character to me. Alongside his bizarre, off-kilter demeanor. This really balanced him well.
Jack is up there for me, as well. Perhaps a bit cliché (although that claim can be made of pretty much all the characters), but I absolutely loved her recruitment mission and character design, as it's very visually striking. The standoffish and vulgar attitude was a nice change from the usual and expected friendliness.
If anything, the least liked for me are Garrus and Jacob. Nothing about them especially piqued my curiosity. Rather plain, but still alright as I suppose the Jacob character is there to provide the context of an essentially ordinary, normal human personality. Meanwhile Garrus...I'm not sure. At least he's a good shot with a sniper rifle...

Miranda cause of 15% more damage for me. I also like Garrus, Samara and Thane since they have most useful powers imo.

There are some excellently written characters in this game, that's for sure.
I'd have to say my favorite and also top squad mate is Mordin, as many others have said. His dialog, voice acting, and physical nuance is amazing. I'd say he's the most realistic character in the game and he's an alien! He's also probably the only squad mate I feel as attached to as I did with my original squad in ME1.
As far as pure squad mate goes, Miranda ended up being the dark horse for me. At first I found her lacking, but after getting her bodyslam talent and with her leadership skills, she's a great addition.
Jack is also up there. Excellent back story and there's no denying the shockwave freight train.
For least favorite, I'd say Jacob, because he is over the top paragon and his talents are worthless. And Thane, who I just don't find compelling, and I can't understand anything he says when he goes into those memory trances.

Loved them all with Grunt and Jacob being the exception. Found them very dull and uninteresting.
Zaeed had such wasted potential, hes got a great look and voice actor, but no character development T-T
