I don't think that is necessarily true.
Almost all the characters are expendible in that the story still makes sense without them; that doesn't mean that they aren't important, though. In fact, one of the best ways to drive home the idea that your decisions in ME2 have weight is to make the deaths of certain characters very important. Wrex, Tali, and Legion, for instance, all act as connections to their respective races, and getting them killed could have ramifications for your relationship with those races in ME3.
I personally think that almost all of the characters are going to be brought back with meaningful roles.
Don't forget the Shaman on Tuchanka sends you an email about how important Grunt is to the clan.
I don't think anyone is a "throw away" character. To do that would be to cheapen the story. It would be like when a red shirt died on Star Trek:TOS. That didn't have any emotional impact. The crew didn't stop to grieve for a few days. They just shrugged their shoulders and moved on to the next world with a green alien for Kirk to bang.
Now on the other hand, the death of a major character, whether loved or hated, THAT has impact. That has meaning. It shakes the remaining characters to their core. It distracts them, gnaws at them. The missions may suffer for their loss. It has ripple effects throughout the universe, great and small.
The emphasis on the importance of every character is what, IMO, will make this franchise great in the end. There are no, "nameless extras." Think about it. How many action movies do you watch where the protagonist strides forth against a backdrop of "lesser" characters falling at the hands of the enemy, dying bravely but not being quite good enough, wothy enough to strike the final blow. I bet if you were to look at that fictional world from that minor character's perspective, THEY were the protagonist and this was THEIR story.
And...I'm drunk and confused now....I'm sure I was going somewhere with this.
