Personally I doubt that any of the ME2 LI's will have a large role in ME3. Jacob was a booty call, nothing more, he makes that perfectly clear and the whole 'relationship' lacks any form of emotion or depth imo.
While Thane had depth, shep spends the majority of the game holding his hands with the same repeating dialogue until the end sexy time which isn't much of sexy time at all. The tears and single kiss didn't do anything for me other than making me want to comfort the poor guy. Thane was designed as THE alien romance for femsheps and yet he's dying and that pretty much sums up the whole romance angle. There is no tension, no real flirting, just deep talks and holding hands.
Garrus to me is just Bioware pleasing the fans who cried out for his romance all over the forums. He's cool, his romance is cute but it hardly qualifies as a romance. Again both parties make clear it's just a little passion before the suicide mission and again it feels like an intimate friendship to me.
Kaidan gave the feeling of being genuinely interested in the woman behind the commander from the start. His fumbling on the citadel, the way he smiled at her and their conversations felt like their relationship naturally grew into something more. There was tension the ME2 LI's lacked with a scene like the Joker interrupt before kissing etc etc.
I missed that in ME2 and felt no anticipation what so ever with the LI's.
Because Kaidan was the 'only' obvious male romance option for femsheps in ME1, their relationship was much more subtle and genuine imo. Even though it felt as if the romance in ME1 was a tad bit lacking, compared to the 'depth' of the ME2 LI's, it's really wonderfully done. Even the scene before Ilos was more about finally giving into feelings and making love to confirm their relationship while they still had the chance. It never gave the feeling it was a quick booty call. (like Jacob with his prize dialogue)
The fact that I created a femshep that looked nothing like my canon Shep from ME1 just to try a romance with Thane says enough. My canon Shep is with Kaidan and no matter how many times I try to romance the ME2 LI's, it's just not working for me. Bioware created a lovely romance option with Kaidan, who's horribly under appreciated and tossed aside as boring by a lot of people. (a lot of the comments back then had a lot to do with Carth still being fresh in people's minds and the whole comparing thing)
The only fear I still have for ME3 is the fact that there are SO many romance options now and if they want to continue them all in ME3, it's going to mean they will have to put a lot of work into them to pull of any form of closure and since romances are just a small percentage of the game, I fear it will be at the expense of any real depth. 5 for each gender is a lot of content to work with, not to mention the fact all ME2 LI's could have possibly died in players runthroughs and see what that did to the ME1 LI's in ME2

I mean why create indepth relationships with people who could be dead in the majority of the playerbase game saves?
Again it's why I believe ME2 romance options, some of them at least, will just move on in ME3 and that's why, imo, most ME2 romaces are so obviously 'flings'. Well for femsheps anyway, or so it felt to me, with perhaps the exclusion of Thane.
