I think Kaidan let his friends talk him into seeing someone because, while he loved Shepard enough to have been devastated by her death, he's strong enough to try to move on. We have proof of that from his response to BAaT. It took him some time to deal with killing Vyrnnus and being rejected by Rahna, but eventually he took what he could from the experience, joined the Alliance, and began a stellar career. He is too responsible to just go off on a path of destruction, self- or otherwise.
Also, from a metagaming perspective, the devs made a point of emphasising Kaidan as a level-headed, thinking man. While far from emotionless, he is in control of his emotions most of the time. (Note: "in control" does not mean "repressing", but "acknowledging them and staying in command".) I think they wanted to avoid portraying him as a "whiner" (that perpetual label people use against Bioware's male characters when they happen to have emotions), but rather as a man of quiet inner strength. To be honest, I think that's part of what makes his character so attractive.
Of course, no one can really doubt that, in spite of his efforts, he still cares. The way he shouted at Shepard on Horizon was not the response of a man who had stopped caring. But he had done the right thing in trying to move on.
On another note: because I was miffed that Shep couldn't respond to Kaidan's email, I decided that she actually had. :-) Here is that email, in screenshot form! Page 1 - Page 2 - Page 3 It may be a little too "sweetness-and-light" for some, but my paragon Shep is compassionate as well as tough. ;-)
Also, here's a blank template if anyone wants to make email responses for their own Sheps, whether to Kaidan or anyone else.
You have made me swoon.

It took about the same time (2 years) to move on from Rahna but that move was a professional move.Even Shep points out that he is still carrying emotional scars...by saying that he agonizes over every decision(afraid he's going to make the wrong move and lose someone he cares about again). He might have accepted his friends suggestion to move on but if he really had moved on he wouldn't have told Shepard he thought he had(moved on) but now he didn't know(after seeing her). Personally I think he uses his career to shut out his own private pain...(a common thing). His relationship with Shepard may have healed his emotional scars but her death more than likely re-opened them.
Is he strong...absolutely...I don't think anything would hold him back professionally but is he strong in the area of moving on personally...in my opinion no...after all how long had he been waiting for that special someone to come along that would cause him to forget about Rahna. I don't think when he found her(Shepard) that he was going to get over her anytime soon. Outwardly, I think he was going through the motions of appearing like a fully functional human being but inwardly I don't think he had moved on at all. Just my opinion.
By the way I loved your email...just beautiful...just wish we could have sent one for real.

Hehe, I haven't tried that yet, thought about it but my paragon Shep is a leave no one behind kind of gal, well exept for Kelly, she needed to join Lilith as smoothie, all that talk about hugging people and fancying every bugger that came on the ship, had to stop that one b4 my biotic sex muffin arrives!

Yeah, my paragon Shep was like that...pure maxed out paragon but love and a broken heart can really change a person...couldn't get her mind off Kaidan no matter what she did and wound up rushing the mission in the hopes of reconciling with her "biotic sex muffin".
I wonder if those biotic abilities can be used in "other" ways.

Oh no! I hadn't thought about that. I find Kelly annoying, but I hadn't thought about what I'd do to her if she made any of those comments about Kaidan.
I've always made sure to "save the crew" on my playthroughs to ensure Lilith gets it, but now... Oh dear. Choices, choices.

Now I can't help but laugh over Kaiden and FemShep looking at some Asari book like that, it makes it even funnier if your FemShep is a biotic.

Yeah, I think they really missed the ball on not making Samara a love interest...she was way better looking than Jack or Miranda...and one of the few new characters that I actually liked.

That was a wonderful replay. I really wish they had made some kind of replay function in the game. Where we could pick from different tones or responses, it had added a lot.
