And Red Sand is a narcotic that temporarily gives non-biotics low-grade biotic abilities. That's why the drug uses refined eezo in its manufacturing process.
To me it was clear: the guy had everything running through his system. He was a non-biotic to begin with, got dosed with red sand to give him trivial biotic abilities (and to get him high), and then was also dosed with the toxic enhancers.
Makes sense, too: they were experimenting to see if they could turn non-biotic cannon fodder into biotic shock troops. Didn't quite work out.
Speaking of Red Sand, they want you to report Pitne-For for smuggling in Red Sand(also that Omni biotic stuff too), but the Illium bartender lady says "Red Sand is legal on Illium, you just need a license".
So what gives? Pitne's just too cheap to get the license or is this a script glitch?
