There are statues on the Great Hall you can activate. Find them (press and hold TAB to easily find them when you enter the various rooms searching for it) and activate them in the order specified.
You are missing one though.
There is a 4th one which is in the very center room

Do you have all the Codex entries? The statues will shock you if not. Look at the three statues, one has a bowl in its hands (Vessel), one has a sword pointing up (raised) and one has a sword pointing down (Lowered). The last room on this level, just before the stairs to the Templar floor, has statues in the center of the room. Click on the 'raised spear' and then your quest entry should update to show 'something grinding deep in the tower'. Return to the room where you met Wynne and click on the basement stairs (they don't open).

Go to the room where you fought the skeletan's and Arcane Horror.
Look at the statues on the wall, select them in this order, left, right, middle.
Then select the statue in the room where you fought the Abomination boss.
Finally, go down to the room where you met Wynne and select the basement door.

The statues are kinda touchy. I know on PC there is no indication that you have selected it. So left click it and give it a second then don't touch it anymore.
I had some problems with it becasue I never thought I hit it right and kept trying to do it over.
I like to activate the statues on the way up the tower as I clear it out. Then once I free the mages I'll go back and finish it. That way there is less back tracking.

On the PC, if the statues don't shock you, you're moving in the right direction. I do everything on the way up, then just hit the basement door before I leave the Tower.

OK so I must be missing something- a codex- but I went back through all the rooms (W/shift key) and can't find anymore. I am still getting shocked- Is there one codex that was harder to find than others - I have done almost all the quests in DA so I am really stuck here- I don't want to do the final battle until I have done this one....Any thoughts??

I just went through every single room in the circle tower again- I sisn't find that I imissed anythig! Don't know why I can't do this quest... maybe it's a codex I need from elsewhere? That doesn't make any sense.
(For some reason the trunk called "Belles Cache" is still labled when I press "tab" button but there is nothing inside of it....could there be a glitch? Guess i'll leave tower for now unless anyone has a suggestion...)

It's the 'Tab' key, not the 'Shift' key. Are you holding down the wrong key?StoreyGirl wrote...

Nope, the Bel's Cache thing IS a glitch but isn't connected at all to the Watchguard quest. You get that quest off the note 'Maleficarum Regrets' on a body on the way out of Lothering.(For some reason the trunk called "Belles Cache" is still labled when I press "tab" button but there is nothing inside of it....could there be a glitch? Try the wiki link, it has maps: Watchguard of the Reaching
