I let him go originally. Next time through I killed him. I also visited the room where the hostages were- that was a little sobering.
Toughest decision in ME1 for me.

I let him go, save the hostages and hope all of them show up later.
Paragon is the nice choice not always the right choice, but I try to leave everyone alive to see what impact they might have in the second and third installments.
