Which one is better and why? Also, what other abilities would be good for a Vanguard.

After hours of trying just that out yesterday and today. My answer has to be reaver or warp.
I couldn't really see any difference in my survival rates against 2-3 enemies on insanity when trying to stack barrier/geth shields with Charge.
The number on your skill screen will increase. Telling you that you have 850 worth of shields etc, however it doesn't really seem to have much if any effect on gameplay. Of course it's a great survival skill for those times you can't charge anyone to replenish your shields, just not to make charge better.
So to sum up again, if your playin on hardcore or higher, go for reave or warp.
I feel ammo skills to be a complete waste of time on a vanguard as the Inferno (maxed) gives you the best odds. At least that is, if you are like me and really love to charge, ending battles in seconds rather then minutes
General vanguard advice thingy, I go for Champion every time over Destroyer, simply because I really don't notice a 6% damage increase, I do however notice nearly 0.4 seconds faster recharge on my abilities. Making it less then 4 seconds.

I've been playing on Insanity on my Vanguard (sooo painful) and I switched over to Dominate which I am liking a lot. Mind Control = less bullets aimed at me
Granted I have to peel all the armor and shields off something first, but still.

I went with reave, it is an amazing ability to use when you don't have a charge opportunity since it has a short cooldown and deals massive damage to pretty much any sort of protection.
This was on insanity though!

Reave. It does damage to everything except shields. Which is a lot of stuff in this game. And its cooldown is generous. Especially with Vanguard's cooldown reduction.

I tried Barrier awhile figuring that with biotic power cooldown bonuses it would be better than Fortification, but the shield bonus never seemed worth it. You're better off just using Charge and finding cover as quickly as possible afterward. I switched my bonus power to Reave (now Area Reave) and am much happier with it: does quick damage AND boosts health for a bit.

I tried Barrier at first.
Then I tried Reave.
Take Reave.

Just tried reave on shields. Doesn't do double damage like on armor, but it does work. Insanity is so much fun as a vanguard! High risk, high reward
Illium Commercial district's the place I've been testing a few things. level 23 on insanity. So many organics, you pretty much charge every enemy, up to 3 at a time with little to no fear of dying
Stupid synthetics and their lack of panic from inferno rounds, those can be more of a pain, not safe to charge 2 trooper types and 1 hunter in the same pack. But still pretty good fun
