Alright, no matter what I do, only the very first character I beat ME1 with is the only save I can select, I have since deleted EVERY save but the one I do want to import, my gamer profile, I've even moved the save onto a memory card with nothing else on it, beat ME1 from there (saved before the last Saren fight) and then opened ME2 where I was greated with an empty list on the import tool.
I went out of my way to create another 360 profile where I copied the exact save, beat Saren once again, and when I loaded ME2 was able to load that save, however I don't want to use this junk profile and would rather use my real one.
I've really run out of things I can think of trying and anything I've read does not help, as anytime I load ME2 even with every save deleted but the one I want, my game profile from ME1 deleted and my import profile on ME2 deleted, the same list appears, one selectable, everything else not.

Alright, I have FINALLY gotten it to work, I have no idea if this will help anyone but I will explain what I did...
First, I copied my save to a memory card, 360 profile as well, not my ME1 gamer profile, I then placed that all on a friend's HDD and beat Saren at the end, council talk blahblah skipped the credits, then checked to see if I could start a new game with my character on ME1 or not, I could and it was the only on the list, I then loaded up ME2 praying that I could select my profile... Wondrous days it was the only one listed.
All in all, I wish Bioware spent a little more time on this feature, as they sort of went on and on about it, only for many people to have huge problems with it.
EDIT: This only works while I play on the OTHER HDD, as it seems pulling the ME2 import save to a card doesn't work and I can't transfer my ME2 save, it can't move between storage devices, just wanted to let you know, Bioware, as you obviously didn't really test the import function at all it seems.

I had a similar problem. I bought ME1 again just so I could have a saved game to import. I finished the game, went to import my character...no luck. It was on the list, but the only one I could select was my wife's...she finished the game first in 2007. This is the really scary part though...I deleted that saved game over a year ago, on a different hard drive, but somehow the game found it somewhere. My wife and I finished ME1 on a 20 GB hard drive, in order to save space i deleted game info for games we had already finished. Since then I bought a 120 GB drive and did the transfer...somehow those deleted files made it to the new hard drive and were detected by ME2...but the real saved game(the one from the game I just finished) it won't let me access. How is that for messed up!!
