There seem to be at least 7 upgrades available for HWA but upon obtaining the 7th upgrade from an N7 mission, as shown in the mission complete summary screen,it does not becaome available in the Normandy's protoype research terminal. 

I have previously obtained 6/6 HWA upgrades but found a 7th on the N7 "light the beacons and eliminate bloodpack forces" mission.  At the mission complete screen the info box shows +105% HWA capacity (see screenshot)



but upon returning to the normandy there were no new HWA research upgrades available to me. I was limited to +90% HWA capacity.
