Definately Tali and Legion, torn between Garrus and Mordin for the 3rd spot though. They're both equally awesome. But Tali and Legion are almost like yin and yang, hard to see one without the other. Either you have an intense rivalry or the most unlikely friendship ever.

Tali and Garrus for continuity across the games, some constants are good. Miranda makes the most sense especially if youre paragon and she quits cerberus at the end.

Mordin is awesome, would love to see him as a crew member in dr chakwas style role. Legion is very interesting and is crucial to many political implications. Kelly was a great character, if she survives she should return as your Ms Moneypenny again
