Well Tali for sure, there is a lot more room for growth with her.

Liara for the same reason and the Shadow Broker hunt would be a great side quest (if he isnt the main bad guy)

As for the 3rd, I think that should be based on your choices and what faction you end up with in ME3.

I know thats harder to code, but it would be good and add loads more replayability.

If you are Alliance, the you can add Ash/Kaiden and Miranda/Jacob are NPCs

Other way of you are Cerberus.

I think Mordin has a much better role as a ship board NPC.

Maybe bring back your house from ME1 that you get from Pinical Station, if your LI is an NPC they can be there, or even a new residance on the Citidel/Cerberus base.

But I think all living characters should be contactalbe in some way via quests.

(It pains me to leave out Mordin, but he's old for a Salarian. I'll live if we get a new Salarian squadmate. And I'd like to see Grunt, but I'll live so long as the Krogan are represented.)
