So with the Steam Deluxe Edition of DAO you get Warden's keep DLC, SHale's DLC, and some fancy items. But for the life of me I cannot figure out how to unlock them without buying them all over again. Could someone please tell me how to do this so I need not spend extra money that I've already spent?

You should have gotten a code for them, which you redeem at http://social.biowar...redeem_code.php. My understanding is that with steam you get two codes, one which is the game CD key to register your game and the other which is the promo code.
Once they have been successfully redeemed they will show up on your Registered Game Promotions Page
Then you log into the game with the same email address and password you used here. (It shows the email address on both of the pages I linked above).
Cross your fingers and hopes everything starts automatically downloading. You can check on the Downloadable Content Download Progress and Installed Content tabs to see if its working.
