On the PC ver of ME2 there is a section in Keybinds for Vehicle controls - things like Shoot, Jump, Boost etc. I figured i'd just set them when i got to the driving part in ME2... but i finished the game and there wasn't a driving part. Am i missing something, why are these control settings here?

There is an upcoming DLC that will add the Hammerhead Hovertank in the game, which will basically be your Mako Mk. 2.

Most likely either DLC planet packs or mission packs opening up planets that already exist.

it better not be a point a to point b thing, horrible simplicity, would ruin game, try other methods, like open world exploration

I'm thinking there might be a couple of Virmire/Noveria type missions with the Hammerhead DLC, given that it's a combat vehicle rather than an ATV. Doubt there'll be any sort of open world exploration, neither ME game really has that.

It's for when Shepard is saved through destruction and Harbinger turns him/her into a human hybrid tank thing.

So the developers can use the Hammerhead to make us go to more random copy paste hill planets
