Weighing it from a pure loss/gain using lives as a unit, I'd have to go with the Citadel.

If I had to choose, if there was simply no other way, I think I would let the Citadel get destroyed. It would be an immense loss, and Shepard would probably blame him/herself forever for what s/he did, but a lot more lives could be spared by saving earth.
Besides, earth is our home planet. Humans need some kind of "home" in the galaxy. If we live in space, colonize other planets, most of us will probably want to know that there's a home for us out there somewhere, our place of origin.

Since the mass relays allow us to travel distances far greater than ftl you might actually end up destroying Earth anyways after overpopulation and resource loss take over.
Earth would probably spend most of its resources building ships and other things needed to try and colonize other worlds. The journeys to suitable planets would take tens of if not hundreds of years to get there and because there would not be enough resources to take billions of people off the planet the people on Earth would probably end up like the Drell on their home world unless they induced mass sterilization/controlled breeding on Earths population.
Basically you'll likely destroy Earth either way but letting the reapers destroy it would cause less suffering as billions of people wouldn't be starving to death and reduced to cannibalism.
I personally would destroy the Citadel, especially if i could get it evacuated, and hope the humans of Earth find a solution to overpopulation and stuff.

and i work for the citidel council and every other species including humanity, i am willing to lose my homeworld to save more, because yes you lose more by killing the citidel. you chop the head off a being and the body will die, what is the head of the intersteller community.pelhikano wrote...

The Reapers would never destroy the Citadel. It's the Mass Relay that allows them to travel to and from Dark Space.

Most answering this question are obviously biased. Earth, despite all of our attachment to it, doesn't much matter compared to galactic stability and the logistical benefits granted by the mass relay network. If we lose Earth, yes, billions die, but if we lose the Citadel and the use of the mass relays as a result, which there is as of yet no definitive proof that such wouldn't happen, many more are potentially doomed.
Anyone who ends up stranded in a location without renewable resources? Only a matter of time till they're dead.
Mass warfare over incredibly diminished resources is also a certainty. Just think of how many will die when Earth finds itself unable to support it's massive civilization due to a lack of resources and the inability for them to easily reach colonizable worlds.
And then, even if we destroy the Citadel that likely won't completely stop the Reapers, at best it would simply slow them down. Without the support of the entire galactic community, planet by planet would eventually just be slowly picked off as we wouldn't have the numbers or the resources to put up any sort of a useful defense.

Let me add something to consider to my original question:
For both the Citadel and the Earth, consider which you'd choose if it wasn't a matter of destruction, but rather the Reapers taking it.
The Citadel would give the Reapers control of the Mass Relays and access to the star maps.
The Earth would give the Reapers armies of Human-Reapers (Unclear how many humans go into one Reaper)

Citadel obviously. It's the mass relay that lets Reapers attack from dark space. It doesn't do anything; any other planet can serve as the centre of politics. It's only eighteen million lives compared to thirteen billion. The decision is quite simple.

The Mass Relays are key. If the Reapers get control of them then the galaxy is pretty much doomed anyway.

Earth limited resources, Only human pop., Less Pop to begin with, and less life span
Citidel Galaxy's Rome, High Pop, Many different races, =Noah's ark

the flood ws to wash away the corrupt old and to start annew which the citidel make most sence logically and also is more of an important spot the a little third planet from the sun that is overcrowded and racist

what makes you think the reapers will destroy the citadel, they could take over it and call in a distress call to all major military fleets, and destroy them one by one when they pass through the relays, if you ask me, the citadel is a huge gain of power for the reapers
