Please make ME3 more mod-friendly!

Bioware, please, can you make the next Mass Effect more mod-friendly? I find that most of the complaints are about minor features that could be corrected with a mod or two.
Take Dragon Age for instance. There were many things players were disappointed with such as inventory size, combat mechanics, etc. But with the help of the DA toolset, players were able to create mods to improve the game the way they want.
If we had the ability to mod this game, I guarantee that 90% of complaints in this board would go away instantly. Wishful thinking below B):
- Don't like thermal clips? Use the ammo overheat mod!
- Biotics too weak? Use a mod to allow biotic powers bypass armor and shields.
- Mods that allow us to toggle helmet on/off for the special armors.
etc, etc.

I know that the ME series uses the U3 engine, so Bioware probably can't do it for license reasons. Asking for a toolset is probably too much, but at least give us the option to load custom mods and modify stuff. Also if possible will you consider using another engine for ME3 and make it more mod-friendly?
