Turning off cooldowns altogether worked. (m_bSkipPowerCooldown under SFXGame.BioActivePower). But I'd rather have individual power cooldowns.
Maybe it only works in conjunction with something else being changed also?

Here are a few Checks:
1.Make Sure You have the Latest Ruby Installed & attack the .rb file to it in the installation.
2.Place The Script in The Same Folder as Coaesced.ini
3.Run The Script
4.Delete The Coaesced.ini
5.Rename fix_Coaesced.ini to Coaesced.ini

I've never encountered enemies regenerating instantly. Enemy shields, armor and barriers are globally set to not regenerate. Only enemies with special powers can do that.
Answering to the question; no, you can't edit particular enemy, only change global settings.

Ruby only creates fix_Coalesced.ini when editing results in changing file size. If your editing doesn't change file size ruby script is unnecessary to launch the game without error.

Might be they ended up hardcoding those for some reason. Sucks since shared cooldown doesn't make any sense on powers that don't have anything to do with each other, like a sentinels tech and biotic abilitiesFlash_in_the_flesh wrote...
No, every tweak works instantly.

Edit - BurstRounds and BurstRefireTime to read
BurstRounds=-1
BurstRefireTime=0.0f
Reccomend also increasing the magazine size.
