Murtock might have been running with Jack for a while. I hadn't thought about that. Was Murtock to Jack what Keiji was to Kasumi? Jack doesn't tell us much about him at all, and I think that's one reason I find her "mysterious past" to be so engaging. There's a lot there to go with, if the writers wanted to.
As for whether or not Murtock was special to Jack, I don't know. He would have needed to get past Jack's barriers, of course (funny that Jack doesn't have Barrier). I have mixed feelings. If Murtock did get past Jack's barriers, then that makes Shepard not quite so special by himself, though that's not to say that he's not special to Jack. By that I mean, it gives the same sort of satisfaction that also comes from Samara turning Shepard down. It means Shepard isn't supremely and solely significant.
From what we're given, we just can't tell that much about Murtock, except that he was special enough to Jack to cause her to become temporarily emotionally vulnerable in front of Shepard.
EDIT: Rephrased some stuff.
