You'd know him from ME1's Bring Down The Sky. He was the leader of the extremist group, that was about to crash an asteroid into Terra Nova. What if the batarian makes an attack on Shepard, personally? Going after his people. His mother, Earth, Mindoir. There's a lot of things that could trigger that. Plus, Shepard did say that he was going find the guy, eventually. And finish the job. That is, of course, if Shepard choose to save the hostages on Asteroid X57.

I'm not sure I follow. How is Jack's background connected to Balak?
Initially, it isn't. This comes from Shepard's side of the relationship.
This is how I see it:
Shepard becomes a spectre, and saves the galaxy once. Somewhere during that, he finds time to save Terra Nova, and the hostages there, in the process. Say Balak wants to attempt to send another message -- try to attack another planet inhabited by humans. While he's brainstorming that, either Shepard gets ressurected, Omega-4 Relay gets used..Something that tells him that the former spectre isn't dead. Then it clicks together. What better way to strike a blow to humanity then to try to eliminate Shepard?
But he doesn't go after him; he starts planning. He starts finding out more about Shepard than say, what happened at the Blitz, or Torfan. He finds out about his parents (Spacer). He finds out about Talitha, or decides to completely destroy Mindoir (Colonist), Or, he decides to go all out, and launch an attack that'd begin a war between humans and batarians, and head straight for Earth (Earthborn).
Let's say that Shepard and Balak both survive the first encounter. And let's say that, out of everyone in his squad, he brings (insert character name here) and Jack. Now Balak has to grab more information. Somewhere along that line, he finds out about him and Jack. Now, Balak has -- if he didn't have it already -- the advantage over Shepard. He could use his pre-service history AND his LI against him, forcing him to make a choice almost similar to the one he had to make, on Asteroid X57. Everything, or himself. They die, or he dies. I'm inclined to believe that the second time around? Shepard'd expect something like that, and would come prepared. It's all up to the author, though, in terms of FF.
I'm probably reading into it too much. But if it ever happened, I'd like to see how it ends.
