Who knows. A lot of people change styles at random, and there's seemingly no reason for it, except that they're older. How about Jack likes wearing wigs as disguises while she's on the run
I just can't believe there are that many on there..I thought there were three, but they went all out, it shouldn't even be subtle, but it is.

Funny how the most visible part of her goes unnoticed. It's probably due to people going "Oh! She isn't wearing a shirt! She's mean and rude!" rather than "This looks interesting."

True, and funny, because it's the most obvious thing about her, yet you can't grasp the significance, much like any great artpiece that you appreciate from afar never knowing the inspiration (and in this case, what it even means as well).
It's also funny that Shepard can be like "I need to see you naked, Jack" with purely scientific implications
