Was wondering that myself, though I think it always comes down to them wanting to show off as many tats as possible without offending anyone because a nipple showed. But honestly, if they couldn't go completely topless with her, I'd rather they'd at least consider a bit of style in the design. They do call her "Jack", which means that the writers either messed up, or the scientists had a reason to call her "Jack". If we accept that the scientists had a reason to call her "Jack", her real name (the name her mother gave her) could have been "Jacqueline", and the scientists could have felt comfortable in calling her by her real name, because they obviously didn't know she would escape.
