Because unlike Tali/Legion/Mordin, she has no obvious "this is important later" plot hook, I imagine. I don't find her that deep (I "got" her character pretty quick and nothing really surprised me later), but I do find her interesting. If it were me, I would have actually put her in the first game.

But I'm with Mondo, I'm not really that worried about it. Probably helps that I am one of the rare few who really wouldn't mind how many characters get cameo'd so long as the gameplay and story ran smoothly. I'm also a fan of having a squad size limit and far too many characters who can fill that squad, like the rpgs of old like Ultima and Baldur's Gate. You might have 20 potential squadmates in ME3, but you can only recruit 6 of them. That appeals to my old school RPG nature and all of you who disagree are whippersnappers.
ETA: And part of me likes the idea that if you don't recruit Jack, she's sitting at a table at Afterlife watching the dancers and drinking a beer for the duration of the game.

In retrospect, I'd have liked it if Jack's self-trained proficiency with weapons (guns) had been brought up through conversation, or mentioned in an off-hand way, such as while on a mission, or while running around a hub-world. If she expertly knew her way around weapons of all types, it would serve to make Jack seem a little less out-of-place on Shepard's team. It wouldn't create any confusion about why she can't use those weapons on missions, because her biotic powers are toned down, too.

Well, if Jack and Shepard ever become separated, it is imperative that she makes her way to the Friendly Arm Inn... oh, wait... wrong videogame :-P
My bet is somewhere fighting against Cerberus operatives on Omega, or maybe not so far from Sheps' starting location if we go with the "Shepard goes to prison" theory.

I'm indifferent to the hair argument, though some people find the shaved head is iconic of the character. The tattoos, though, are quite a personal symbol to Jack. They are her history, and even if she finds a positive change in the future, she shouldn't whitewash her past. Nor do I think she'd want to.Nadya2 wrote...
i think jack can take a different direction toward making some positive changes in her life and helping her heal the psycological scars from all the torment she experienced through out her childhood, she could be found working for that alliance academy that took care of the other children after the base was closed down by cerberus. and she could even look different, like no tattoos, and grown hair.
While I do see Jack as a potential mentor to other biotic kids, she'd be an unorthodox one. Not sure if the Alliance would want that at Grissom Academy, but you never know. After its importance in the past two novels and its mention in one of the DLCs, I'd like to see it as a location for ME3. It's at Elysium, yeah? Maybe make Elysium a hub world -- closest I'd really want to get to Earth. Well, maybe Arcturus Station. Jump Zero. Okay, maybe Titan. Closest I'd want to get to Earth in the game.
But anyway, I know some people are kind of done with the whole recruitment thing and don't want to have to round up all the squadmates all over again in ME3. I like recruiting, though. It's always a good excuse to bring Shepard to someplace different. Meeting Jack at Grissom Academy is certainly unique. She doesn't have to be working there in a official capacity. For all we know, she's using her time there as a means to discover any further Cerberus infiltrations into the Ascension Project. She can add undercover work to her resume.

I have this issue with lots of characters to be frank... aside from their loyalty missions, I sometimes never use other team members because they just don't gel with my style of playing... besides, after I discovered Team Awesome, it was very hard to go back...

Not that I didn't try other people out occasionally...
