I personaly think that something like doing another round of the loyalty missions (while it would be great to learn more about the characters) is just wrong when a gigantic fleet of reapers is ravaging the galaxy.
However I could see a mission like saving a loved one of a squaddie from a planet under attack while also fighting the reapers effectively on that planet. Like Jacobs son, or Thanes son.
I meant meeting those characters during other missions, not specifically looking for them: for example, when we meet Ashley/Kaidan on Horizon, Shepard is there because of the plot, not because he/she's looking for them specifically. So, let's say Shepard's trying to save the *insert Hanar planet name* and wow, there's Kolyat ****ing because we let his father die - or saying hello to his dad who's going to die before the end of Mass Effect 3 anyway...

Well, that sounds interesting! But I doubt Bioware will choose to do that: for example, in Dragon Age one of the Warden's choices could have two characters go mad with him/her and attack. This restricted the player's freedom, so they included the "rivalry" path in Dragon Age 2, which means the party members will disagree but never turn on Hawke.
