Joking aside, her pants look definitely as prison garb. I guess the belt bra is for shock effect: Jack shocking people in-game and Bioware shocking players in real life. I think it also works from a storytelling point of view, since her loyalty outfit COVERS more skin than her original one, like Jack wearing something more "appropriate" because she does not need to shock Shepard anymore.

If you look carefully, it's a "standard" prison-issue jumpsuit, that she's basically unzipped and left hanging. If she felt like it, she could just pull it up and zip it.
Just goes to show you - Miranda has to pour her can into some skin-tight catsuit, just to look like a big-assed ripoff of Mrs. Peel, and Jack can make a grungy orange pair of coveralls look hot.

If Jack does get armor for ME3, something similar to a bike suit, she'd definitely unzip and leave it hanging around her hips when she's not using it.
