I am also assuming we're talking about Insanity difficulty. Scions are the bane of my existence on Insanity (actually, they were hated even on casual and normal). Husks were just plain fun on Casual (with no armor, you could Throw or Pull them off the ledge as soon as they clambered on to it. It was awesome). However, on Insanity, not so awesome. With them having armor, you can't use biotics as easily for crowd control, and they manage to bum rush you pretty fast (especially on the IFF mission).
It took me 45 minutes this evening to finish the part in the room where you've supposed to destroy the drive core. Though at some point I figured out I could be the Pied Piper of Confused Husks and run between the two lower platforms on two sets of stairs, while the Husks would always backtrack and use the other two sets of stairs.
Between the Scions and Husk Hordes in that IFF mission, I wanted to spork myself in the eye. I think the Husk Hordes make all the enemies they accompany much, much harder than that enemy would be alone.

I used to hate husks (played vet then hardcore).
Then I learned that husks =/= weak vs. headshots.
Aim for the pelvis, they take obscene damage for some reason, and 1 or 2 of thier legs go gib and usually instakill them if not paralyze them.
So now.... I'd have to say Praetorians.

Harbinger on hardcore/insanity. The only thing that annoys me about him is when he fires off that biotic ability that stuns you from out of your cover. It almost always manages to stun me for enough time to get turned into swiss cheese.

Scions. Not so much for what they do to me, but because they ALWAYS kill my idiot team mates. <_<
The fact that their shockwave travels straight through walls, space stations, nebulas and black holes doesn't really endear them to me any further. Then they have about as many hitpoints as a revenant, and yeah, they are really irrating.

Husks are easy to kill, Scions are so ****ing tough on first playthrough, i rmbr my first fight against them i kept on getting killed and the fun disapeared, now i just take em out with the sniper rifle, ignore the rest, scions are a thorn in the side
