That we saw 7 or 8 in one escape pod doesn't neccessitate that there were similar numbers in the others. Though you're right, I dunno if we could count 20 people on the Normandy in ME1.Jeremy Winston wrote...

You know, it just occured to me that - when you first meet him - Jacob tells Shepard that "pretty much everyone" got off the Normandy alive, except Pressly and a few techs. /facepalm
Also, unfortunately, it looks like at least one escape pod (hopefully unused with no one in it) didn't make it and was impaled in the ground.
Maybe there was another floor in that TARDIS-like-bigger-on-the-inside beauty?

The folks on the Normandy Crash Site planet are the ones who stayed behind to help everyone else get to safety, or those who simply couldn't get out before it all blew up. They're heroes.

The Normandy 2 has an AI which can do a lot of stuff whereas the Normandy 1 had none so that everything had to be done manually. Therefore, much more crew necessary.

Also, there is reason to suspect Jacob and even Kaidan are misleading us with the numbers. Look at this
-Navigating the Terminus Systems with the SR-1 was a heavy risk
-Kaidan was sneaking into the Captain's Quarters to tell Shepard that Joker won't evacuate
-Joker sat in the cockpit and couldn't resist pushing his buttons
-Joker is waiting for you on the bridge and wants all the time he can get
-Shepard went back Alchera to recover the dogtags and N7 helmet (which we shall nickname "The Priiize")
-Shepard completed that Normandy mission alone without Garrus or Tali, so he didn't come there to talk
