On my first playthrough when I needed to talk with TIM for the first time (before and after) there was Jacob looking into space and Miranda typing something on a computer.
But on the second and third playthrough there is just Jacob. There were some conversations that I missed first time with Miranda, but now unable to talk to her.
This is not a question, but rather bug rapport.

Yes i've noticed the same bug.
It's either caused by reloading the game earlier in the mission or dieing and reloading
Or playing as a sentinel class.
Both times i've had that bug i've been a sentinel and i've died and had to reload earlier.
Anyway if she is missing you can get her to show up by saving the game then reloading the save.

I'm playing the second time as a sentinel and haven't had this problem.

Since my last post I done some testing. It isn't the sentinel.
It still might be related to dieing then reloading though. Although not 100% sure yet.
