I tried twice to call a moderator's attention to a problem in a forum, and neither time would the page scroll down far enough to reveal the "send" button! I ended up using the almost worthless "report this message" option instead.

Managed to send out a couple of PMs todaym didn't see anything out of the order. Also, never had to scroll to get to the 'Send' button, the whole dialogue popup is ~480*440 pixels, it fits even on the screen of a smartphone.
Perhaps it's a browser-specific issue?

Given that I use Firefox 3.5, one would certainly hope it is not specific to such a popular choice!

Pressing the TAB key while your cursor is in the editing window will reveal the SEND and CANCEL buttons. The problem is your zoom level and/or whether you have text only zoomed or all content zoomed.

Try upgrading to 3.6 to see if that helps. Can't see it doing though somehow.

I've used the PM editor before, and never had a problem. I haven't ever needed to use the Tab key that way before (as per that hint), and am surprised that it was suddenly made necessary.
