Computer specs

6gigs of ram
Q6600 overclocked to 3.2ghz
Dual Gtx 280 in SLI.
Vista Ultmate 32bit.

I've used the most up to date drivers and tons of older drivers. I've even gone as far as clean windows installs  and many reinstalls of the game nothing has changed. The game frame rate will randomly drop to an unplayable amount then shoot back up and go right back down. I've even disabled SLI and tried 1 single card and still nothing. Any suggestions?
