No, I just thought that would only be a first encounter. Mass Effect and KOTOR had you encounter the main villain and that wasnt the end. He got away, and a second encounter came later. I just expected the same.
And the reason Im pissed is because I didnt get laid. by Leliana, even though I talked to her every 5 seconds. I wanted the romance to be resolved, and yet, nothing.

Seems you missed something. It should be able to happen any time once you get her approval to 100ish.

You talked to her to much. Happened to me once. if you have her approval to high before her mission you can't 'resolve' that relationship.

I think it's a bug where if you get her approval up with gifts rather than talk the romance effectively stops.
