I suspect they wanted each character to have only 1 chance at death. Ash killable on Virmire, killable on the suicide mission=lots of dead Gunnery Chiefs. (Did she get promoted in ME2? iirc...)
Except Liara, who is the only person unkillable (and thus most likely to fill the 'token Asari' role in ME3.)
Honestly, I think I'd prefer it if they left Liara on Illium. She's very well connected there, and would probably be more useful to Shepard there than she would if she returned to the Normandy.ComTrav wrote...
