I just bought ME1 again and am replaying it.

Paragon interrupts should have been in ME1 though. Thats something I miss. She starts blaming herself for Kaidan dying, And I have to tell her it was my fault. I should have been able to Paragon Interrupt and hug her

heck, Ashley doesnt say she loves you either. she just gives the whole "come back to me thing". which was nice.
except we never got to see what happens when Shepard gets back. Curses!
the closest we've come to any kind of 'I love you' is when she says "I loved you". which isnt exactly the same.
funny how one extra d can make all the difference. 
Past tense for me makes sense in this context, as she's probably gone through grieving Shepard and has come to terms with his death. For him to be up and walking about, is a little bit shocking.
I seem to remember Badpie putting a pretty good analysis of what probably happened in the month or so between the end of ME1 and and the Normandy's destruction. Sometimes I wonder if Bioware leaves some things sorta open-ended to support multiple possible readings; if the player feels like his ME1 LI was 'just at fling', they can write it off if they want, but there's plenty for those of us who feel like it was much more to make our case.
And having Shepard be able to say, "I love you" instead of just "I care about you" in ME3 will be at least part of a satysifying resolution to any LI. (Though the Shepards that want to have a girl in every game like Blasto can probably have a douche-bag copout.)
