About to say, Spectres don't have to be nice - they just have to get the job done. The council aren't fussed how. If you read the first novel, Saren is an extremely brutal bastard.
As for Ash... I don't know. She's always said her loyally lies with the Alliance, but...well, I suppose she might consider it. Especially if the Council make it clear her first job would be the track Shepard down.
The way I'm guessing ME3 will pan out is Shepard is trying to form a network of alliances to stop the reapers - and to the council who don't believe that, it'll look like Saren v2.0 is starting up. So naturally, they'll send a Spectre after him. It would be ... interesting if it was Ashley/Kaiden.
I sincerely hope they do not make her a spectre and come after me. It would be game over put the controller down and move on. Ash I think will be a squadmate (hope) but more than likely will be a surrogate ala Anderson. I think but hope I am wrong, Liara is going to get lots of time in ME3.

This is Ashley after all. She'd be willing to listen to what you have to say. And I presume with a high paragon or renegade score, you could convince her to join you as the Council are wrong. Then she'd be your squad mate again.
I'll be interested to see where Liara fits into all this. I've only got the first comic so far, the second one is out of stock, and the other 2 aren't available yet, so I've not clear idea how her story went after Shepard's death. Looknig forward to finding out though.
