Yeah i was disapointed in that too, Bioware did'nt realy put much effort into Garrus in ME2. I felt he was there for fan service just becuase he was one of the most popular ME1 caracters who could'nt die.
It's how you resolve his personal mission in ME 1. If you convince him to arrest Saeleon, then after he attacks, you choose the option that has the audio:XtremegamerHK47 wrote...

"You can't control other people's actions, just how you react to them."
Basically, you have to go perfect paragon in Garrus dialogues.

From the way I played ME1, Garrus is the second most interesting party member in ME2. He wants revenge, and is starting to obsess over Sidonis, but primarily want s to be a hero like Shepard. The emotional conflict with him is very well done IMO.
