6gigs of ram
Q6600 overclocked to 3.2ghz
Dual Gtx 280 in SLI.
Vista Ultmate 32bit.
I've
used the most up to date drivers and tons of older drivers. I've even
gone as far as clean windows installs and many reinstalls of the game
nothing has changed. The game frame rate will randomly drop to an
unplayable amount then shoot back up and go right back down. I've even
disabled SLI and tried 1 single card and still nothing. Any suggestions?
Framerate issues and stuttering any solutions?

Ive had this same problem. It seems to be happening more recently
One question, you have a 32bit OS and you have 6gb of ram. you know a 32bit OS can only address up to 4gb's of ram.

The enterprise versions of Windows Server use a physical address extension (PAE) system to address ram over 4 gigs. I only run 64-bit, so I don't know for sure, but I wouldn't be entirely shocked if Vista Ultimate also used PAE to address memory over 4 gigs.
Without PAE, you're system uses even less than 4 gigs. PCI address space, and video card memory address space must fit under that cap as well.
