If it were just a crush, she wouldn't have held onto those for the two years you were gone. She wouldn't have wrote about missing you in her logs, etc, etc.

On Haestrom, in the room that you need the explosives to enter, there's a journal log from Tali that's fairly easy to miss (it's the same room in which you talk to her for the first time on the planet, and get her to unlock the door for you). In it, she mentions the problem with the sun and that the Quarian ancestors used to be able to walk around that planet with their heads uncovered (i.e. no problems with solar radiation like there is now). She mentions that she wishes she could show the planet to her friends, and then suddenly adds in, "I wish Shepard were here."
Of course, that's well after she meets you on Freedom's Progress. So at that point she already knows that you're alive.
Earlier in that same mission, we get the 'What Would Shepard Do?' (WWSD) journal log.

As far as the two years is concerned - she probably mourned him and missed him when she believed he was dead. She displays a trace of hero worship toward him during the second game, and her romance dialogue helps to explain why (although it focuses on the second game). In the first game...
- Shepard saves her life from Saren's assassins.
- Treats her with respect by making her a valued member of his/her team (while individual players may have felt otherwise toward her, the game doesn't really let you mistreat her; and little blurbs during the game make it clear that she's effectively the second in command in the Engineering Department). This is particularly critical given the general galactic opinion toward Quarians (displayed quite nicely in ME2 during the Citadel incident with the Quarian who isn't a pickpocket; Tali gets pretty pissed off if she's present during that, btw... it's the single biggest set of "additional conversations depending on who's in your party" that I've seen for any one character).
- Helps her develop a positive reputation as one of the people who helped save the Galaxy from Saren.
So two years passed, she missed her old commander who recognized her skill and helped make her what she was, and she got more heavily involved in helping her people. Her abilities are clearly recognized among the Quarian leadership given the missions that she's sent on. And pretty much everything she's earned was due to what happened when she was with Shepard - something that she probably frequently reminds herself of.
Given all of that, it'd be surprising if she didn't feel anything at all for Shepard. Given the way that Quarian culture works, she'd probably also love to link suits with femshep - albiet in a strictly platonic fashion.

(which, by the way, shouldn't be completely surprising - the recused Admiral mentions linking suits with Tali's mother when Tali was born, so it's understood to be something that's done between close friends and not just lovers)
I would hazard a guess that if maleshep doesn't sweep her off her feet, then Kal'Reegar will end up doing it (assuming he survives). There's definitely something going on between the two of them. It hasn't reached critical mass yet, but Kal's comments before and after the trial coupled with Tali's concerns for Kal (she specifically asks you to protect HIM when you first talk to her on Haestrom; there's also the "Call me Tali, Kal." "Whatever you say, Ma'am." dialogue when talking to Kal during Tali's loyalty quest.) appear to be worth noting.
