Skeleton heads cannot be selected when creating a new creature with a human body.
I was wondering if there was a way to do it (mmh to mor?).
As far as i can see, i can't open a skeleton head in the morph editor.
Any ideas?

Skeleton heads are not used in the morph system. They are just a standard mesh. I doubt you could use them as a PC head directly. It might be possible to use one as a helmet though, seeing as enclosed helmets appear to completely replace the head morph.
To use them for NPCs, aside from the helmet option the only other way would be to go the route used for creatures like the Lady of the Forest, which use a single body mesh plus head mesh. You'd have to make a custom single human body mesh for it, as there is nothing suitable in the vanilla content that I am aware of.

I intented to use a human body with a templar armor (retextured) so i think that it is necessary to use a human or elf body (but elves are smaller so it doesn't match my goal).

I created a gda allowing skeleton heads to be used by a human body.
I've now got an evil black templar with a skeleton head !

Not bad. Nice work. Someone needs to mod the skeleton heads and close the jaws though - they look odd in the current half-open pose.

It would be nice if a skeleton head could me morphed than we can use it as PC or follower.

In theory you could set it up as a unique morph target. All the morph system is is a bunch of pre-made head meshes (targets) which the morph system blends between, the degree of blending being defined by the sliders in the toolset's morph tool or the in-game chargen tool. There are additional unique morphs for the party and special NPCs (like Anora, Flemeth, etc.) which is what you'd be aiming for. I know where the meshes themselves are, but I don't know where exactly the list of what the targets are is defined.
To replace a specific NPC head, you should be able to use an appropriately named MMH to point to the skeleton head mesh.
